External board member, Phoebe Norton LCSW, is a Licensed Clinical Social Worker who earned her Master’s in Social Work from the University of Chicago. Early in her career, she worked with inner-city children, youths and their families and as a school social worker. In 1959-60, she worked as a Psychiatric Aide in a state hospital in Ohio a profound experience which aroused in her a devotion to the task of developing humane and effective treatment programs for people with serious mental illness. She was able to pursue this mission working as a Psychiatric Social Worker in Michigan and, later, at the Mental Health Center of Boulder County, in Colorado, where she successively held the positions of Team Leader, Clinical Director and Executive Director. Under her direction, the mental health center’s child and adult services achieved recognition as model programs around the US and abroad. After retiring as Executive Director of the Mental Health Center Serving Boulder and Broomfield Counties, in 2002, she continued to work as a part-time family therapist and as a volunteer for that agency.
Throughout her life, Phoebe has been recognized and honored for her civic work which includes participating in multiple task forces for the City of Boulder and being on the boards of a large number of nonprofit organizations, some of which she helped to found herself. She served on the board of the National Alliance on Mental Illness for Colorado and was on the same organization’s chapter in Boulder and Broomfield Counties.
